The European Commission presented the EU Water Resilience Investment Accelerator on 14 October, saying it would support 20 pilot projects focused on water retention, efficiency and clean water. The initiative uses Green Assist advisory support under InvestEU, funded by the LIFE programme, to help projects develop financing approaches. [1]

Advice designed to attract investment

The accelerator will focus on water efficiency, nature-based solutions and clean water technologies. The Commission highlighted EU-based small businesses, farmers and local authorities among intended participants. It estimated an annual investment gap of about €23 billion for implementing existing water legislation; that figure is a gap estimate, rather than the accelerator’s budget. [1]

The immediate service is advice and help connecting projects with finance. That creates an intermediate step between identifying a water problem and delivering infrastructure or landscape work. Following the pilots through that process will reveal which financing approaches can support implementation.

Water projects need local evidence

EPA stormwater research examines approaches that manage runoff and improve how water is handled in developed areas. [2] Different projects need different evidence about their site, the water problem and the intended result. An investment model should make those relationships clear alongside the financial case.

The Commission’s initial invitation to seek advisory support gave an end-of-October deadline, which had passed by this edition’s 1 November publication. [1] The next stage to follow is the identification of pilot projects and reporting on their support, financing and delivery.
